The Oath Spirit

Oath spirits are only invoked under the direst of circumstances, because their very presence at a moot impinges upon the honour of all garou present. When a broken oath might bring disaster down upon an entire sept, the ritemaster may well summon an oath spirit to make a promise truly binding.
Servants of Luna, Oath spirits usually appear as human hands, with an eyeball at the end of each fingertip. The fingers are more flexible than human fingers, and are capable of twisting about in such a way that the five digits can supply 360 degree vision to the spirit. Oath spirits are not bound, but are rather asked to watch over a garou, to make sure that he fulfills a certain obligation. The spirit rests lightly on the shoulder of the werewolf, unseen to all but those who know of the promise that the spirit is guarding. Oath spirits, who feed on promises kept, are usually happy to do this (in their own grim and reserved way).
If the promise is kept, the spirit departs immediately. If the promise is broken unintentionally, then the spirit sears its mark into the flesh of the garou: an open- fingered hand with a staring eye set in the palm. This mark will usually appear on the shoulder or chest of the werewolf, but has been known to appear on the face. The spirit departs after inflicting this harm. No spirit will talk to a werewolf with such a mark.
If the promise is intentionally broken, then the spirit sears the same print on the surface of the werewolf's eyeballs. This not only leaves a red mark on each eye, replacing the iris, but it also blinds the oathbreaker permanently, inflicting one Health Level of aggravated damage (unsoakable). This damge cannot be healed by any means until the Garou makes amends for his actions. No spirit will talk to such a werewolf, and some have been known to attack. It is said that the Oath spirit leaves after inflicting this damage, but there have been tales of Oath spirits who stayed with an oathbreaker, visible to all but the garou himself.

Oath spirits are only summoned by those who have sworn a great oath (such as the oath sworn by members of the Silver Pack, or the rites of marriage) and never deviated from it.

Charms
Airt Sense (1)- Like most spirits, Oath spirits can track other spirits and beings across the Umbra.
Appear (1)- Oath spirits can make themselves visible at will, to those who would not normally be able to see them. This does not give the spirit a body. They appear to those who can see them under the conditions mentioned above, without cost.
Burn (5)- Inflicts one Health Level of damage and leaves a disfiguring tattoo, as described above. This Charm can only be used when the spirit is materialized.
Materialize (10)- STR 3 DEX 5 STA 3 HEALTH OK, -1, -1, -2, -5, Banished. Oath spirits only materialize to inflict their punishments. If an Oath spirit is banished before it can do so, then that spirit or another one like it will return to carry out the garou's just punishment.
